The Former President's Woke Warning Overlooks The Continent's Real Threat: Economic Decline.

Donald Trump's security policy document presents a misguided assessment of the European Union. It claims that unrestrained immigration and so-called "progressive" policies pose an existential risk to European civilization. Yet, this argument rests on a serious misreading of the situation. The actual challenge confronting the EU is not cultural but economic and technological lag.

A Glaring Economic Gap Between the US and Europe

The data paint a stark contrast. From 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the European Union. Over this time, EU GDP per capita dropped from 76.5% to just half of the American figure. Remarkably, even the poorest US state now has a higher per capita income than several leading EU nations like France and Italy.

Currently, roughly 50% of the global top fifty technology firms are American, while a mere four are from Europe.

The Innovation Deficit: The Core Problem

This widening economic gap is driven by superior efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The landscape of global tech dominance is decidedly American. Over the past fifty years, hundreds of American startups have grown into enterprises valued at over $10bn, compared with only fourteen in the European continent.

This disparity raises a vital question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, where does Europe stand? Most analysts agree it is essentially a contest between two between the United States and China, with Europe entering at a significant handicap.

Root Causes of Europe's Innovation Gap

A number of key reasons account for this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic system for financing new ventures. Europe has yet to establish a true capital markets union, a factor that limits the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hinder Europe. A American entrepreneur can introduce a service under one regulatory framework to access a consumer base of over 330 million. The European Union, despite a bigger population size, is divided among twenty-seven different national systems, creating significant market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was once met with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

In spite of these challenges, there are reasons for hope. European leaders are growing more conscious of the severe threat and have begun to propose substantial change. Notable reports on EU competitiveness and the single market point to the necessity of major reforms.

With the right policies and rule changes, Europe's strengths might enable much higher levels of business-led breakthroughs.

The continent retains significant advantages: skilled human capital, excellent education systems, and premier research institutions. Coupled with a large internal market and substantial household savings, these elements have the potential to unleash a surge of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in creating next-generation technologies, it can still significantly increase economic output by adopting and adapting advancements from elsewhere.

An Inflection Point

The European Union now stands at a decisive moment. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's technological decline has been steady. However, if it fails to take decisive action to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of world influence.
